They are Mr W. L. Newnham, of the Ministry of Works, and Mr J. W. Andrews, Lower Hutt. Mr Newnham is to be chairman of the council.

Dr Carter, 35-vear-old Londoner, was formerly on the staff, of the, Wool Industries Research 'Association in Leeds.'
