WASHINGTON, October 17. Mr J-ames Byrnes, who arrived by air from Paris, declared that progress had been made towards establishing organised peace in Europe. He expressed the hope that the Big Four would accept the five peace treaties now drafted. The United Press quotes reports that Mr Byrnes in future will not attend international conferences, but will confine his activities more to basic policy work.
