MOSCOW ON AMERICANS IN JAPAN (Rec. 11 .‘45 a.m.) LONDON, Sept. 11. Moscow radio, quoting ‘ Izvestia,’ said General MacArthur’s deeds showed that he preferred to use Japan as a springboard for war with Russia. It added that the State Department had failed to refute General MacArthur’s “ proclamation of an antiCommunist campaign.”
