AMERICAN SHIPMENTS BEHIND SCHEDULE WASHINGTON, April 24. " All the countries which have surplus food stocks desperately needed by ' have not ' countries will have to reduce their reserves. If they do not, it will not be with my approval or consent," said the director-general of Unrra', Mr La Guardia, in a statement. He added: " I will take such action as may be necessary." Mr Chester Davis, chairman of President Truman's Famine Emergency Committee, said the United States was falling further and further behind in shipments of wheat and flour to the famine zones. The deficit would continue to grow during April, in spite of the Administration's belt-tightening programme. Mr Davis added that the committee would do everything possible to get wheat abroad in May.
