CO-BELLIGERENCY NOT COUNTED (Rec. 8 a.m.) ROME, December 28. Rome newspapers criticise the peace treaty proposals of the Moscow conference, declaring that Italy's 18 months' co-belligerency was given ho weight. 'II Tempo ' refers to Italy's deep and underserved disillusionment at being placed on an equal footing with the other ex-enemy Powers.
