CONFERENCE IN AMERICA SEEKING FORMULA FOR INDUSTRIAL PEACE AND PROGRESS (Rec. 11.40 a.m.) WASHINGTON, Nov. 5. Opening the Labour and Management Conference, which has received an unprecedented national publicity build-up, President Tmman said: “On this conference has been based many high hopes of the American people, who expect you to furnish a permanent foundation for industrial; peace and progress. The time has come for labour and management to hajidle their affairs in the traditional American democratic way. i hope to give up the President’s war-time powers as soon as possible so that management and labour can have full, undivided responsibility for providing the production necessary to safeguard domestic economy and our leadership on'international affairs.

“Industrial strife appeared as soon as the first war-time controls were removed to much greater a degree than was expected. The basic consideration is collective bargaining, but if that fails there must be willingness to use some impartial machinery. A substitute must be found for jurisdictional strikes, which destroy public confidence in the motives of trade unionism. On the other hand, management too often regards labour relations as the stepchild of its business and delays action until the controversy has reached, a point where real collective bargaining becomes most difficult. “ The whole world now needs the produce of our mills and factories. Everything stands ready and primed for the great future, but our unparalleled opportunity may not long remain open. We must have vast production soon, and the whole system of private enterprise and individual opportunity depends on your finding the answers.’^ )
