FRENCH GENERAL ELECTIONS HEAVY ORDERLY POLLING (Rec.. 11.35 a.m.) PARIS, October 21. Frenchmen ana women went to the polls throughout France to-day to decide the fate of the Third Republic. The voting looked like being the heaviest in French history, and it,was estimated at 6 p.m. that 82 per cent of the men and women on tlie register had voted. A number of polling stations were open until 7 p.m. to deal with late-comers. Polling officials said that the election was the most orderly in their experience. The voters were electing in Franco and her colonies 586 delegates (with another six foreseen later for IndoChina). and deciding by referendum if the delegates were to form a Constituent Assembly to draw up a new Constitution and create a Fourth Republic.
