RUSSIAN ACTION CAUSES CONCERN EVIDENCE OF SWING AWAY FROM COMMUNISM (Rec. 12.35 p.m.) LONDON, Oct. 18. The British Government is concerned over the hews, confirmed by official despatches, that the Russian authorities nave ordered the Smallholders’ Party in Hungary to merge into a single list with other parties for the forthcoming elections, says the Press Association’s diplomatic correspondent. There are serious doubts in British circles whether under such a scheme free and fair elections can be held. It is undoubtedly significant that the Russian action follows swiftly on the failure of the Communists to secure a majority in the municipal elections in Budapest. The Smallholders, a middle-class non-urban party, received a clear majority in these elections, which were held under circumstances of genuine freedom. The latest decree in' Hungary may reflect (Russian concern about the swing of the political pendulum in Southeastern Europe away from Communism and the struggle for democracy now in progress.
