PORTUGUESE ELECTIONS GOVERNMENT REFUSES^POSTPONEMENT LISBON, October 16. The Portuguese Opposition leaders to-day informed the Government that they had decided to boycott the election announced for November 18 after hearing from the Civil Governor in Lisbon that the Government would not postpone "the elections and would not surrender its powers to disqualify voters on the ground of " lack of social discipline," that election meetings would not be held without the authorities' permission, that there would be no scrutiny of returns by the candidates, and that the voting lists would not be reopened to allow the Opposition voters to inscribe their names. Dr Lima Alves, one of the Opposition leaders, told the Governor that the Opposition would abstain from taking part in the elections, but would not give up the fight, which would be continued by all legal means within the regime itself.
