-* Mil R. P. PATTERSON APPOINTED WASHINGTON, September 19. iPresident Truman- announced that Mr R. P. Patterson had been appointed Secretary of the War Department,, replacing Mr H. L. Stimson, who has resigned. He said he did not- know anything about General MacArthur's statement that 200,000 troops would be sufficient for the occupation of Japan until that statement was published, aiid added that the. reduction in the number of troops necessary for Japan might he accompanied by a similar reduction in Germany.
