CAPITAL LEVY
FRENCH GOVERNMENT'S PROPOSAL LONDON, June 26. French fortunes of over £1,500 will be subjected to a capital levy_ under a Bill which the Minister of Finance, M, Pleven, will submit to Cabinet on June 29. This will be the first time the longdiscussed capital levy has been imposed on any European country. It will affect not only pre-war fortunes, but all profits and unearned increments since 1939.
