TENTATIVE CONDITIONS
NEW RUSSIAN-TURKISH TREATY
(Re*c. 11.45 a.m.) LONDON, June 27. Russia has apparently put forward four tentative conditions for a new Russian-Turkish treaty, says ' The Times ' Istanbul correspondent. First, retrocession to Russia of the Turkish districts of Kars and Ardahan; secondly, granting to Russia bases in the straits enabling her to defend them in common with Turkey; thirdly, revision of the Montreus Convention on the straits; fourthly, acceptance of certain changes in the Balkans in favour of some of the smaller States.
The fourth condition, which was evidently added as an afterthought, is the subject of some speculation because of its vagueness. Turkish reaction to the first, second, and fourth demands is so far absolutely negative. The only (joint which might be open to discussion is the third, subject, of course, to the concurrence of the other Montreux signatories.
