MORE WEIGHT FOR SMALL NATIONS

SAN FRANCISCO,-April 28. Two plenary sessions of the conference were held to-day, Dr T. V. Sboug presiding in the morning and M. Molotov in the afternoon. Several speakers suggested, that the smaller nations should be given more weight in the peace organisation, but Holland's Foreign Minister, M. Van Kleffens, said the Dutch were prepared to accept the 'dominance of the " Big Four," plus France, in organising world security. . With Germany cracking up, the end of the European war was possible at any moment. Delegates showed some eagerness to despatch the business and return home. The Britih, with the support of 6ome of the dominions, felt it would be better to leave some of the details to be filled in later instead of engaging in. protracted deliberations now.

Senator A. H. Vandenhurg won the unanimous support of his United States colleagues on a proposal for a post: war review of treaties: and war-time political decisions when injustices to the people involved were revealed. An amendment will be presented at the conference next week. Originally it was designed to penfiit a review of Poland's status in the event of the Great Powers failing to reach an amicable compromise as envisaged at Yalta. While M. Molotov expressed himself as not averse from changes and amendments to the Dumbarton Oaks proposals it is doubtful if Russia approved the amendment, which would compromise some of her sovereign treaty-making powere. It is also probable that other nations, including those, which have signed treaties with Russia, would oppose such provision unless the validity of their agreements was not questioned. The ' New York Times' correspondent 'says' M. Molotov told the " Steering." Committee on Friday that he wanted the two Soviet'republics brought to the conference immediately. , Some agreed, and some did not, so the question was referred to the executive, which. deliberated today. It can be said with authority that the Ukraine and White Russia delegates, who are already in San Francisco, will be given seats before long. Argentina's representation is likely to be settled at the same time.
