MR FRASER PROMINENT
CONSTRUCTIVE SUGGESTIONS SOLUTION TO TEMPORARY DEADLOCK (Official News Service.) SAN FRANCISCO, April 27. Now that the chairmanship issue at the so-called secret meetings yesterday and to-day of the United Nations delegations has been brought into the open and become a leading topic of public and newspaper discussion, it has been revealed that Mr Peter Eraser played a prominent part at both meetings in the successful efforts to arrive at a solution. It ifi known that Mr Fraser was in the forefront in promoting the compromise yesterday and resolving to-day the difficulties its introduction had produced. When the meeting of chairmen was resumed to-day Mr Fraser was on his feet several times with constructive suggestions for the solving of the apparent deadlock, according to such news as has so far been allowed to reach the public. Delegates were quoted with saying that Mr Eden's proposal was supported by " vigorous arguments " put forward by the New Zealand and Chinese representatives. The officially-announqed decision to accept French as well as English as a working language of the conference was also contributed to by Mr Fraser. He was the first speaker in support of the French delegates' proposal to this effect, and. he was warmly thanked afterwards** by the French representatives, and received congratulations from other delegates for his general rolo in the proceedings. The approval by the chairman of the delegations of a working plan for the conference has clarified the part the New Zealand delegation, led by Mr Fraser, will play in the discussions. Mr Fraser automatically has a seat on the " Steering " Committee, and he and his- co-delegate, Mr C. A. ©erendsen, and members of the delegation staff, are representing the Dominion on all four commissions and their committees. Each one of the commissions has the task of examining in detail specific sections of the Dumbarton Oaks proposals. Mr Fraser will take a seal; personally on the most important of the technical committees, as well as the commissions whenever matters arise with a particular bearing on Now Zealand's policy. Tho first commission is, responsible for the opening chapters of the Dumbarton Oaks proposals—clauses dealiug with the preamble statement of the purposes and principles of the organisation, the ruJos of membership and the amendment and form of the secretariat. Both Mr Fraser and Mr Berendsen have seats on it, and their official advisers will represent them on its two technical committees.
The second commission, on which Mr Fraser and Mr Berendsen also have seats, is concerned with the structure and functions of the proposed General Assembly. On the commission dealing with the proposed international court of justice, the Prime, Minister will sit with Sir Michael Myers as the Dominion's representatives.
