Lord Swinton has been appointed Minister for Civil Aviation and Sir William Jowitt Minister for Social Insurance designate. The latter appointment will take-effect when the necessary legislation setting up the Ministry has been passed. This legislation will be introduced after the forthcoming debate on the White Paper on the social insurance scheme. These appointments are both the first of their kind in Britain.
