ABDRESS-IN-REPLY DEBATE (Special.) WELLINGTON, March 1. When the House of Representatives met this afternoon it was proposed to proceed with the lnvercargill Licensing Committee Bill. This measure was;introduced last week, and provides for a licensing committee for lnvercargill being elected not later than September 12 and for the continuance of No-license in the district in the. meantime. It seems doubtful whether the Government will be in a position to resume to-night the secret session which began last Thursday night. In that event it is understood that a start will .bo made with the Address-in-Reply Doibatc. The mover will'be Mr P. G. Connolly, and tho seconder Mr A. E. Armstrong. If the secret session is not resumed this evening it is believed it will be continued to-morrow, in which case the Leader of the Opposition (Mr S G. Holland) will not speak in the Addres-in-Reply Debate belore Tuesday night at the earliest. Mr W. Denham stated that he had not vet received the petition from lnvercargill concerning the licensing position. He had been advised, however, that "one petition containing 4,000 names urging municipal control and a counter petition, to which he understood there were approximately 1,500 signatures, were being posted to-day.
