EXPECTATIONS SURPASSED

NEW PHASE GF ALLIED RELATIONS

LONDON. Oct. 21

Substantial progress has already been made with the Three-Power Conference talks, savs Reuter's Moscow correspondent. It is known that all the parties continue to be very pleased with the mutual understanding shown and tho measure of agreement already reached. The Moscow correspondent of ' The Times ' says it is felt that the Allied statesmen'participating in the conference have already brought their Governments into closer agreement than ever before. The Russians have shown an understanding of the British and American view which Mr Eden and Mr Cordell Hull are advancing with great candour. The Russians' reception of their views is surpassing the most optimistic expectations, and there is a growing feeling among the delegates, that the conference will mark the opening of a new phase in Allied relations.

The meeting of the conference yesterday lasted i4O minutes, the shortest so far. Mr Anthonv Eden. Mr Cordell Hull, and M. Molotov decided to meet to-day to hasten progress through the long agenda.
