The Belgian Minister of Foreign Affairs (M, Spaak) instructed the Belgian Ambassador in Berlin energetically to protest against the flight of German planes over Belgium to-day, despite German assurances that the recent violation would not be repeated. COAL FOR ITALY AGREEMENT WITH GERMANY ROME, March 13. (Received March 14, at 10.55 a.m.) Italy and Germany have reached an agreement for the carriage of coal to Italy by railway, using three, and possibly four of the Alpine passes. Both Italian and German trucks will be used for the transport of coal from Poland, the Ruhr, and' Westphalia. The agreement will enable Italian requirements to be covered almost completely.
