ALLIED TACTICAL SUCCESS. NEW YORK, November 13. —
The Paris correspodent of the 1 New York Times ' states that the situation created by the Ilelgiau and Dutch initiative and tho British ami French replies is undoubtedly an allied tactical success, placing on Germany tho responsibility for the future of the Netherlands, and the fact that negotiations arc no longer carried on by exchange of diplomatic notes, but with armies in the field. The Allies were previously at a disadvantage by tho fact- that the Nazis were prepared to act militarily if their demands were unsatisfied, but they are now a match for Hitlerian diplomacy with an even greater show of force. The correspondent adds that it is evident that the opportune moment to attack either Belgium or Holland has passed. It i.s believed that the Munich incident and the ferocity with which the Gestapo i.s suppressing manifestations of sporadic opposition to the Regime are symptomatic of the discontent which neutrals declare is openly dismissed in all circles.
