RELATIONS NEAR BREAKING POINT ANOTHER REBUFF FOR WASHINGTON Press Association—By Telegraph—Copyngh WASHINGTON, September 4. The Mexican Note to America said in effect that the United States demands were illegal _ and illogical. It reiterated that Mexico intends to continue the policy of expropriation regardless of domestic and international repercussions. It made a single concession—namely, acceptance of Mr Cordell Hull’s proposal for a bilateral commission to determine the value of the lands expropriated and fix the terms of payment, but with the reservation that Mexico would pay when and if she can. This reservation, in effect, rebuffed every proposal by the United States. The United Press Washington correspondent expressed the opinion that the relations between the United States and Mexico are near the breaking point due to the Note. Whether the next' step - would involve recall -of the Ambassador could not be learned, but it is regarded as extremely likely.
