LONDON, February 28. Sir John Anderson, a Nationalist and former Governor of Bengal, won the Scottish Universities by-election, which was necessitated by the death of Mr Ramsay MacDonald. He had a majority of 8,424 over his opponents. There was no Labour candidate.
