He said in a statement: “ The Government refuses to consider any attempt at negotiation to end the war, which will only he terminated by unconditional surrender of the gents.’'EXCHANGE OF AGENTS REPUBLICANS PROTEST. . MADRID, November 18. The Spanish Republic sent a Note to the Foreign Office protesting against the appointment of agents to General Franco’s territory.

The Note says: “ The Spanish Government views the British initiative with profound displeasure, as it implies abandonment of the policy of abstaining from official relations with, those revolting against the legal Government. There is all the more reason. for this concern when the insurgents have not hesitated to make up for lack of strength by acknowledging directly and openly assistance from foreign Powers, equivalent to actual invasion.” CONTACT WITH BUDAPEST DR DE KANYA’S STATEMENT. BUDAPEST, November 18.

Dr de Kanya, Minister of Foreign Affairs, told Parliament that the Government, sioce September, had maintained contact with General Franco’s Government through General Franco’s representative at Budapest.

VIENNA, November 18

After Dr de Kanya’s statement it was admitted in political circles that virtual diplomatic relations with General ' Franco’s representative in Vienna were established by Austria last September. RECOGNITION FROM JAPAN TOKIO, November 18.

The * Asahi Shimbun ’ states that Japan will formally recognise General Franco’s Government on November 25.
