(Received October 7, at 10 a.m.) As far as can be ascertained Britain, Canada, New Zealand, and South Africa will not be officially represented at the Empire migration and development three-day conference, which the Lord Mayor will open at the Guildhall on October 11 on the initiative of a number of voluntary bodies.
