THE PRESIDENT'S PROPOSALS * DEFEATED IN SENATE Press Association —By Telegraph—Copyright WASHINGTON, July 23. President Roosevelt’s Supreme Court proposals were overwhelmingly defeated when the Senate by 70 votes to 20,_ recommitted the Bill to the Judiciary i Committee, which was instructed to design a new measure . for reforming Lower Court procedure but eliminating the provisions for the alteration of tho Supreme Court. The decision followed a meeting of the’ Judiciary Committee at which the opposition demonstrated sufficiently strongly to force the abandonment ol the measure. The Congress is expected to adjourn shortly, possibly before the enactment of other important measures in President Roosevelt's programme.
