Signor Mussolini announced a new Constitution for Libya at an Italian Cabinet meeting to-day. The Libyan Army Corps will consist of Italian troops commanded by the Governor if he is a soldier. A loan of £260,000 has been granted to assist agriculture. The administrative divisions have been, revised and the Ministry of Colonies will change its name to the Ministry of Italian Africa, with enlarged premises in Rome. An amnesty will he granted to Libyans sentenced in the courts, and a new {sort will be built at, Assab to supply a new outlet for Italian East Africa. •
