He is blocking the path to peace through obstinate adherence to a policy of economic imperialism. The Empire could not stand another shock like Ottawa. One of the worst features is that Imperial preference is closing the open door in the colonies which is provocative to all Powers not possessing colonies, especially Germany and Japan. We must abandon Ottawa if we desire to stop the drift towards war.”
