INCREASED APPROPRIATIONS FORMER MINISTER ASKS QUESTIONS Press Association —By Telegraph—Copyright TOKIO, February 17. (Received February 18, at 1 p.xn.) The former Minister of Justice (Mr Yukio Ozaki), in a crowded House of Representatives, demanded reasons for the increased defence appropriations, which were £18,000,000 in excess of last year, despite scaling down. He said that no crisis was imminent in the Near East. Japan need not increase her armaments, but should, if Russia desired, conclude a nouaggreseion pact with her, acting similarly regarding England and America. Air Oz.aki denounced the JapaneseGerman anti-Comraunist agreement as being useful to Germany, but useless to Japan.
