It is believed that behind the plan is a definite move to limit or cut down considerably the Empire supplies of sugar to the United Kingdom. The increasing quantities which are entering under the preferential scale are causing the Chancellor of the Exchequer marked concern. The operation of the preference and the steady rise _ in supplies from the Empire is resulting in a big loss of revenue to the Treasury*
