PROPOSALS FROM BELGIUM SUBSTITUTE FOR LOCARNO TREATY Press Association —By Telegraph—Copyright LONDON, October 14. The ‘ Morning Post’s ’ diplomatic correspondent says the Belgian Government is. planning a policy which tnaj fundamentally affect the Western Pact negotiations. Belgium, it is nowstated will not subscribe to a now Locarna Treaty, but will suggest tbe following proposals as an alternative —First Belgium to undertake to protect bet own territory against foreign aggression ; secondly, Britain to undertake to come to the immediate assist anct oi Belgium in the event of such aggression. The Belgian policy is thus based on the principle of neutrality, and it is emphasised Unit the integrity of Belgium is also the best guarantee of British security.
