The British cruisers Orion and Loander have been ordered to Tangier following a general strike after a demand for an eight-hour day in the international concession. Only the British shops in the concession remained open during the dispute, which is believed to have been started by Spanish discontents. Public transport services were sabotaged. [On December 18, 1923, a convention was signed between Britain, France, and Spain by which an international zone was created at Tangier (Morocco) as from June 1, 1925, as a permanently neutralised and demilitarised area. The convention, was modified by a protocol in 1928, to which Italy became a' party.]
