DEVELOPMENTS IN AMERICA PRESIDENT RELUCTANT TO TAKE INITIATIVE Press Association—By Telegraph—Copyright WASHINGTON, April 28. To settle a controversy over whether immediately' to construct two battleships President Roosevelt has instituted legislation which, if passed by the Congress, will authorise the Navy Department to lay the keels next year if any other Power initiated such construction. The Navy Department wishes an immediate appropriation for the ships, while President Roosevelt is reluctant to act immediately and put the nation in the position of initiating battleship construction.
