MOSGIEL BOROUGH COUNCIL

MONTHLY MEETING The mayor (Mr A. F. Quelch) presided at the monthly meeting of the Mosgiel Borough Council last evening. There was a full attendance of councillors. REPORTS. The Finance Committee reported as follows: —The town clerk reported that for the period to November 16 receipts totalled £391 3s 4d, and the payments £399 6s Id.. The report also set out the position of the various accounts as at November 16. and stated that arrears of rates collected during the current year amounted to £356 17s Id. while £449 Os 4d had been collected during the current year in respect of 1935-36 rates. The committee has considered the town clerk’s report on extraordinary water charges. It was noted that, whereas the sum of £575 11s 5d was outstanding on March 31, 1933, this amount had been reduced to £156 15s lid on March 31, 1934, and to £79 15s 9d on March 31, 1935, whereas the amount outstanding at present was £24 los 3d. The committee has given instructions to the town clerk with regard to the collection of the sum now outstanding. The committee noted that arrangements had been made for the withdrawal of £2OO from the consolidated sinking fund to provide for the redemption on December 1 of debentures Nos. 1 and 2 in the conversion loan. The committee decided to renew the council’s employers’ liability policy, which will expire on December 30, with the State Fire and Accident Insurance Office, for a further term. The committee has passed accounts totalling £597 7s Id for payment. The report was adopted. The Works Committee reported as follows on works carried out since last meeting:—ln connection with the septic tanks the effluent is still being kept out of the stream and is discharged through the trenches on to adjacent land. The water supply pipeline is receiving the usual attention, and the dead ends of mains have been run off. A one-inch pipe has been laid from Carlyle road to the septic tanks ( replacing the existing 4in _ pipes, which are now. being lifted. Six water services damaged during road formation work were repaired. Extraordinary water service was installed to a residence at Wingatui. A sewer connection was laid to a property in Forfar street, and the drainage to this property was inspected and tested. The new road in Irvingi street is completed except for some blinding material, to be spread on it. Gordon road and Bush road have been graded. Two level crossings were installed, one in Cargill street and the other in Gordon road. No. 5 scheme men have been engaged on road formation work and trenching at the septic tanks. The committee has considered the matter of repairs to a short section of Gordon road highway in the vicinity of the Dye Creek, but before proceeding with tho work it has been decided to seek the advice of the Highways Board representative, temporary repairs to he carried out in the meantime. The committee has granted the request of the Mosgiel Volunteer Fire Brigade that the footpath in front of the fire station should be asphalted, and this work will be carried out as soon as circumstances permit. Mr A. Murdoch’s quotation of 2s 6d per yard for the carting of gravel from the septic tank property to Bush road and also to an emergency dump in the borough yard has been accepted. The committee has authorised the engagement of two casual hands for such time as may be necessary. The report was adopted. : The General Committee reported as follows: ■ ■ . The committee has considered the purchase of additional chairs for the Coronation Hall, but it has been decided that the present seating accommodation, together with a number of forms which are available for special occasions, should he sufficient for requirements. It has approved the action of the chairman in arranging for the replacement of timber affected with dryrot by sound timber, and the installation of additional ventilators at the hall. The traffic inspector’s report for the month of November has been before the committee. Two building permits had been issued during the month, the value of the work concerned being £BOO. The. committee has approved the letting of the Coronation . Hall _to the Association for Country Education for, the purpose of drama recitals on December 9 and 10, and to the Taicri Horticultural Society for its autumn show on February 28 and 29. The report was adopted. The Reserves Committee reported that it had been decided to remove tlio top coat of ashes from the ramp_ on the Recreation Ground and to raise the ramp with clay and spoil, afterwards replacing the ashes. CORRESPONDENCE.

The rfepresentative on the Main Highways Board (Mr T. Ball) advised that the board would visit Mosgiel at the end of January.—lt was decided, that the council meet the board and_ discuss the making of Gordon road a highway. The representative of the District Highways Council, Dunedin, advised that the Main Highways Board had agreed that, as from October 1, the amended rates of wages payable from that date by the Public Works Department to its_ employees would be recognised in claims for highways subsidies.—Deceived. Notification was given to the council that the municipal conference would be held at Napier in March next.—Received. The District Traffic Manager of the New Zealand Railways replied to the council’s letter regarding the fares charged to the band contest at Oamaru. The faro had not been specially provided for the contest. No special fares Had been, given for that event, as the department considered the usual week-end fare was sufficiently low. —The letter was received. The Valuation Department, Wellington, wrote forwarding information about a special subsidy and rebate in respect of lands used for farming purposes.—lt was resolved that application be made to the Valuer-General for the special subsidy. ■ The Department of Internal Affairs wrote forwarding information helping to acquaint local authorities with particulars of the legislation affecting them passed last session. The purpose of the Act was to remove certain anomalies, primarily of a technical nature, which’ bad been discovered in the Urban Farm Land Rating Act, 1932.—Noted.
