CHINA AND JAPAN - NEGOTIATING AN AGREEMENT Press Association —By Telegraph—Copyright TOKIO, November 23. It is reported that Japan has agreed that the Sino-Japanese issues shall he negotiated between Mr Ariyoshi and General Chiang Kai-shek on the following basis: — First,. a discontinuance of antiJanahese agitation in China and a change over by China from reliance on England and America to positive co-operation with Japan. Secondly, recognition of North China’s special circumstances and the improvement of Sino-Japaneso relations with Manchukuo in a manner not ignoring the independence of .Manchukuo. Thirdly, the joint prevention of Communist propaganda in northern China and its borders.
GOVERNMENT'S POLICY ENDORSED
LONDON, November 24. (Received November 25, at 2 p.m.) The Shanghai correspondent of ‘ The Times ’ says the Kuomintang Congress overwhelmingly elected General Chiang Kai-shek head of the Central Executive, and endorsed the Government’s pacific policy towards Japan. Anxiety remains whether the irrepressible Japanese militarists intend action in the North, regarding which uncomfortable symptoms are apparent.
