Naval Limitations Conference, convened in London for December 6, would be headed by Mr Norman Davis. Other members would be Admiral Standley and the Under-Secretary of State (Mr Phillips. The selection of the lastnamed was something of a surprise,., but it is explained that he will remain in London only a few weeks and then return to Washington and act as liaison agent between the President and the conference delegates. Although the prospects of maintaining the 5-5-3 ratio in the world’s principal navies is considered an almost impossible hope, President Roosevelt was anything but gloomy to-day in announcing the delegation. He declined to reveal any specific course of action at London, but indicated that the chief objective was to maintain the status aw of j&e present treaties,
