The estimates of the Upper Hutt Borough Council, as adopted, provide for a 5 per cent, increase m the wages of the outside staff and a suitable increase for the clerical staff. The bal-ance-sheet shows a margin of assets over liabilities. The rate to be levied in the interest of the sinking fund ot the loans will be reduced, and a decrease in the general rate is possible. The finances generally provide for the paving of the whole of the overdraft, while leaving a margin for contingencies of not more than iI.UUI.
