Press Association—By Telegraph—Copyright, RUGBY, May 1, Speaking in the House of Commons, Mr Neville Chamberlain said that with unemployment moving downwards as at present there was every prospect that the unemployment insurance fund was going,to save a substantial surplus after paying the debt charge and after restoration of the economy cuts. Under the provisions of the Unemployment Bill the disposal of that surplus was not in the hands of the Government, but of a statutory committee, and it was within the power of the committee to recommend, if thought fit, that there should be a reduction of the contribution. It seemed to him pretty clear that there would be a surplus, which would allow the committee to make some recommendation of the kind.
