The special committee on Japanese competition, representing all sections of the Lancashire cotton and artificial silks industries in Manchester, endorsed the action of the negotiating committee in submitting a new document to the Japanese delegation in an effort to end the deadlock over the geographical scope of any agreement that may be reached.
The newspapers state that the document reiterates the view that restriction of any agreement to markets in Britain and the colonies is out of the question, hut they do not , wish to create the impression that they are unwilling to discuss those . markets, and they suggest that they should be discussed in conjunction with world markets. The Manchester committee considered it was undesirable to comment on the contents of the memorandum, which is still under examination by the Japanese delegation.
