GREEN ISLAND BOROUGH

MEETING Of COUNCIL Present at last night’s meeting of the Green Island Borough Council were:—The mayor (Mr W. O. Sniellie) and Crs. T. M'Ahan W. A. Miller, F. Wright, P. Winders, V. Pringle, H. Taylor, J. C. Hassell, T. G. Tomkins, and G. Orange. BEPORTS. The Finance Committee recommended in its report that accounts amounting to £B2O 14s 4d be passed for payment; that the proposal to raise a loan of £IO,OOO for works purposes be not proceeded with, but that the council concentrate its efforts on the question of carrying out a comprehensive drainage scheme for the borough; and that reports showing the following balances be adopted;—District fund account, £2.909 10s 4d (debit') ; unemployment loan account, £532 2s 7d (credit). Cr M‘Ahan said it was felt that in the event of the work for which the loan was intended being proceeded with, the concrete channeling etc., would be damaged if a bigger scheme for drainage and sewerage work was put in hand.

_ Crs Orange and Winders drew attention to the condition of some of the paths in the borough, which suffered after a rain shower.

It was suggested by the mayor that, as three proposals were already before the committee, it would be as well to let the present question stand over until it was seen what eventuated in regard to the drainage scheme. Cr M‘Ahan explained that all that was wanted was to defer the proposal until such times as the committee could go into the matter more fully. On the motion of Cr Orange, it was decided to refer the clause back to the committee.

The report was then adopted. The report of the Water and Lighting Committee recommended that tenders be called for supply of material for extensions in the following streets Mason street. 264 ft; Bruco mid Wallace streets, 550 ft; Exmouth and Shipka streets, 500 ft; and that the council approve the change over to the series system of street lighting. The report was adopted. The following recommendations were contained in the Reserves and Cemetery Committee’s report:—That the request from Mrs Agnes Christie to have the council level and lay out the frontage to her property be granted, and that the fence be allowed to remain on the street line during the pleasure of the council; that the western side of Rnnciman street, between Paterson and Binnie streets, be prepared for the laying out of grass and planting of trees; that trees be planted on each side of the footway in Dali street, between Neill street and Main road.

The report was adopted. In the Works Committee’s report it was recommended that the contract of J. H. Fulton for tar sealing Brighton road for the sum of £142 19s he executed under seal and signed by the mayor and the chairman of works: that the town clerk and engineer interview Messrs E. J. Smith and Lousley in reference to taking seven feet of the frontag of part allot. 9, block 1. Abbotsford for street widening purposes; that the concrete kerbing in Runciman street (west side) be continued to Binnie street; that the footpath in Neill and Binnio street, between Dali and Runciman streets, be surfaced with ashes; that a footpath be formed in Neill street on the northern side between Dali and Reid streets; that a special meeting of the council be held to consider drainage proposals. The report was adopted. The Borough Engineer’s (Mr F. J. Williams) report stated that pay sheets amounting to £175 13s 5d had been allocated.

Du tied in-Invercargill Highway.—The opportunity had been taken to repair the bad pavement at Brown’s Hill and Look-out Point since the engineer’s last report. The broken pavement was renewed, ground excavated, stone drains inserted, and heavy spalls used to reinforce the weak ground. The surface was then replaced with tarred macadam, and after being rolled and brought up to shape, it was sealed with bitumen. The total cost of the work was £2lB 3s 3d. of which £BO 12s 3d was the cost of Brown’s Hill portion and £137 11s the cost of the Look-out Point section, A considerable amount of patching had been done, and some of the shoulders had been repaired. Accounts have been made up for the period ended December 31. and amounted to £275 Is.

Green Island-Taieri Mouth Highway. —A contract was accepted for the sealing of this highway within the borough. The work had been satisfactorily carried out. and the engineer anticipated that the cost of maintenance would now be reduced to a minimum. The alleviation of the dust nuisance would be much appreciated by residents in the locality Accounts had been made up for the maintenance of this highway for the period ended December 31. It was found that the total expenditure amounted to £lsl 5s 6d,. which included the cost of tar sealing. This amount would be paid by the local authorities interested as follows :—Main Highways Board, £IOO 16s 7d; Green Island Borough Council, £35 8s Id; Tnieri County Council. £ls Os 9d. During the visit of the Highways Board at the end of last week, the advisability of widening the tar sealing at Boss’s Corner was pointed out, and the board agreed to have this work done during the present season. The question of the maintenance of Short street was In-ought before the board by the town clerk. The board pointed out that before it could assist in the matter Short street would reouire to be declared a highway, and tlie promise was given that this matter would be considered some time in June.

Building Permits.—Plans and specifications for two dwellings costing £650 each had been examined, approved, and returned to the town clerk for the issue of permits. Works tinder U.B. No. 5 Scheme. — The Kaikorai Valley road footpath had been completed, the portion in front of the saleyards being built in concrete, with a pitched gutter. At Look-out Point the excavation was still in hand, and it was anticipated that this'would be completed during the incoming week. In Prosser street on the main highway the drainage works had been completed, and the cleaning up of the footpath was now in hand. In Neill street the drainage works authorised had also been completed, and this portion of the street cleaned up. In School street the asphalting had been completed, while in the Main North Taieri road, the asphalting work had been completed as far as Exmouth street. Several men had been employed at the Kaikorai Stream, near Miller Park, erecting the dry stone walling. In Torquay street the excavation adjoining Mr (Lire’s property was well in hand, and alreadv some use was being made of the upper end of Torquay street. Water, Supply at Sanitary Depot.— Some repairs were required to the pump at the Kaikorai Mouth, and these were carried out by the permanent staff. The salt water affected the working parts, which require a good deal of attention. General Work. —The intersection of the Abbotsford road had been completed, and it appeared that a permanent job had been made. . It was a great improvement, particularly from the south end. After being formed, it was shaped up with new metal, rolled and tar sealed. It finally received a wearing coat of natural asphalt, and was again rolled. The work of levelling off the reserve at the intersection of Binnie street and Abbotsford road had been continued during the month. This work was being carried out with Poppy Day funds. The hire of the West Harbour Borough grader was obtained, and the reformation of Dali street was put in hand. It was expected that this work would be completed during the incoming week. It was intended thereafter to asphalt the footpath, and the work in this locality would then be completed. The works to be undertaken during the next period would be: Culvert in Janies street for refuse dump, kerhing and channelling in Exmouth street, widening of District road in front of cemetery, footpath work in Main South road near Prosser street The report was adopted. In his water and lighting report, the engineer stated that two new house services had been inserted. A new meter had been inserted' in District road, and appeared to be in good order. All meters were read on December 21. The amount of water used for doraestio and fire purposes amounted to 3,184,000 gallons, equal to 14 gallons a head per day, which, in accordance with this season of the year, appeared to be reasonable, and no undue waste seemed to have occurred during this period. The specifications for the water extensions, 1933-34. had been completed, and include the following work Mason street, 264 ft 4in main ; Bruce and Wallace streets, 550 ft Sin main; Exrnonth and Shipka streets, 550 ft 3in main; together with fire plugs, valves, and covers. The estimated cost for this work was £163 11s.—Adopted.
