These proposals were being made not by one political party, but by united England, and this fact would give them the greatest possible weight. He referred to the absurd stones published with regard to recent meetings at Singapore between the naval Commanders-m-Chief of the East Indies and China stations and the admirals in command of the Australian and New Zealand Navies. The meeting was merely one of the periodical routine talks together.
