The Home Secretary (Sir John Gilmour), in a circular letter to the chairman of the quarter sessions in reference to possible measures for lessening the number of deaths and injuries, by motoring accidents, invites the opinion of magistrates on the suggestion that power should be available to suspend driving licenses on first conviction, not only for reckless or dangerous driving when under the of drink or drunk, but for careless driving and exceeding the speed limit.
