SESSION OF PARLIAMENT OPENED THANKSGIVING FOR RAIN Press Association —By Telegraph—Copyright. CAPE TOWN, January 26. (Received January 27, a 8.50 a.m.) At the opening of the second session of the Coalition Government, the Governor-General’s speech began with a note of thanksgiving for the conclusion of the most terrible drought ever experienced in the country. Emergency Agricultural relief measures, including the limitation of mortgage interest, will be continued. Measures connected with irrigation, improvement of the land settlement system, relief for settlers, and the training of prospective farmers will be introduced. The expansion of gold mining had resulted in the employment of an additional 2,730 Europeans. Referring to the good relations with the dominions and foreign powers, the speech foreshadowed legislation harmonising the present constitutional position and regulating the King’s acts, implying the introduction of a Union seal.
