The heads of the delegations to the Imperial Conference will consider next week the report by the Economic Cooperation Committee, over which the President of the Board of Trade (Mr William Graham) presided, upon the application of the quota system to Empire wheat. The object of the quota is to secure that a guaranteed, and if possible an increasing, proportion of the total quantity of wheat milled in the United Kingdom shall be of Empire origin. The: committee’s report is the result of a preliminary'examination of the scheme in its technical aspects. , Of the milling wheat and flour imported into the United Kingdom about 49' per cent, has Empire origin. The scheme was emamined in the light' of a quota for the whole of the Empire, and the possibility of special quotas for different parts of the Empire waa ruled out as. administratively impracticable, The question of a guaranteed price was not raised, as the scheme was being examined as a method of securing to the Empire a guaranteed share at world prices. The ■ committee concluded that if this method were adopted there would he no insurmountable difficulties in the way of working it. :
