RUGBY, November 5. In the House of Commons the Foreign Secretary (Mr Arthur Henderson) said that while ne had never stated that the Soviet Government had accepted the interpretation which the British Government placed upon the propaganda pledge, ho had repeatedly made it plain that the British Government interpreted the pledge as covering the m'opriganda of the Third International. He would also repeat , that tho British Government must bo the judge, in the first instance, of the importance of any incident which might arise, and of the appropriate action, if any, that should bo taken.
