Times ’ at Geneva says that all prospects of a tariff truce agreement were virtually destroyed to-day when the French delegates (M. Semiys) suddenly announced that ho.had no intention of .signing any agreement. The chairman requested delegates to deposit their lists of exceptions to the truce when M. Surreys rose and said that many European countries had been ingeniously changing their tariff conditions, without,actually tearing up the treaties. H® suggested instead of a truce a of international guarantees, which would create an atmosphere of security and pave the way for future negotiatipns. This bombshell caused a sensation, and it will probably be necessary fop the delegates to consult their Government.
