He says that France has only one idea—namely, to render Germany for ever impotent. She has through the Peace Treaty obtained much in this direction. Under France’s leadership is now burdened for two generations with tribute intended less ..to strengthen flourishing French industry than to repress the economic renaissance of Germany. but it is false to assume that a nation like Germany can be enslaved for generations. The Treaty of Versailles created a series ot problems lor Europe, which it was difficult, if not impossible, to solve by pacific means.
