The departmental report of the conference recently held to consider the stabilisation of primary school staffs is published to-day. In regard to the question of whether substitute assistants should not he allowed to apply for permanent positions until the end of tho year to the Director of Education states in Ids report to the Mimstei that ho can arrive at no other conclusion than that the present system ol employing probationary assistants should bo continued unless the teacher’s period of training is regarded as terminating when ho leaves the training college, when the teacher would either bo eligible for a permanent appointment or bo refused a certificate. This would not in his opinion bo an improvement on the present system. The report otherwise gives the opinions of tho delegates in regard to the various matters discussed.
