Despite the French opposition to a sweeping .arid unqualified renunciation of war, the United States Government to-day proposed that the six great world Powers, and other interested Governments should join in a treaty forever outlawing war of every description as amongst themselves. This proposal is embodied in a Note, copies of which were simultaneously delivered hy the American Ambassadors to the Foreign Offices in London, Berlin, Rome, and Tokio. Accompanying the communication was a preliminary draft of a pact “representing in a general way the form of a treaty which the Government of the United States is prepared to sign.” The briet draft is a simple declaration whereby the signatories would condemn recourse to war for the solution of international controversies, and renounces it as an instrument of national policy in their relations to one another.—Australian Press Association. PUBLIC OPINION IN BRITAIN (British Official News.) RUGBY, April 13. (Received April 14, at 11 a.na.) Public opinion fully recognises the importance of the American readiness to enter into an agreement outlawing war. The proposal is assured of the most careful and sympathetic consideration by the British Government. It is recognised that a treaty on the lines of the American proposal might be so drafted as not to conflict with the obligations of States which are members of the League of Nations, but to accord fully with the principles underlying the Covenant, and that the adherence of the Great Powers, including the United States of America, to such an instrument would greatly strengthen the moral conscience of the world.
