Tlio first annual conference of delegates of the New Zealand Law Society was opened this morning, Mr A. Gray, K.C., presiding. The Hon. F. J. Rolloston (Attorney-General) delivered the inaugural address, and the mayor (the Rel. J. K. Archer) extended a. ciyic welcome. In liis address Mr Rollesfcou rclerrcd to the question of judges’ salaries. One of the remits on the agenda paper, ho noted, declared that the present salaries of judges were inadequate. As a member of the Government he thought ho could say there was no likelihood of those emoluments being increased. He did not think that a man who accepted a position as judge accepted it purely for its emoluments. He did not think any judgeship in New Zealand had been refused by ■ tiby member of the profession solely on the ground that the salary was inadequate. At a later stage the remit was carThe conference resolved, following the reading of a paper on the subject—’“That this conference expresses its strong disapproval of the growing practice of legislating by regulation in important matters, and also of the tendency of recent legislation to invest officials with powers not subject to control by the courts, and in particular the power of deciding questions affecting private rights without allowing the constitutional right of appeal to the courts.”
