NELSON SYSTEM

MINISTER WILL ASK CABINET EFeom Oob Parliamentary Keporteh.] WELLINGTON, November 9. “ As tlio matter lias been raised, I shall endeavor to find out the mind ol Cabinet on question or tlio son system,” said the Minister or Education (Mr Wright) in the House tonight during a short speech in committee following the introduction of the Education Amendment Bill. Mr Fraser (Wellington Central) had asked if, when the Bill was in committee, the Minister would move amendments giving the right of appeal against the appointment of teachers, and a clause putting into effect the recommendation of the Education Committee regarding religious exercises. The Minister sat down after answering another question' asked by Mr Fraser, and Mr Atmoro (Nelson) immediately rose to ask if the Minister would answer Mr Fraser’s question there and then. Did the Government intend to insert a clause to prevent any controlling authority, board, or school committee from preventing the Nelson system being put into effect in the schools? Mr Atmore pointed out that tlio whole of tlio Education Committee had been in favor of the Nelson system. A Reform Member: No, no. Mr Atmore: Yes. they were all In favor. The Minister of Education and tho member for Christchurch North were in favor of it, though they thought it did not go far enough. Tho request was specially made before tho committee that nothing they should say should ho taken as meaning that they did not believe in the Nelson system. The Minister said he was sorry he had not replied tho first time, hut lie thought tlio member lor Wellington Central had said he himself would move amendments in committee. Up to tho present the matter had not been considered by the Government, and there was nothing in this Bill referring to the Nelson system. Of course, it would ho open to any member to move the necessary amendment in committee. However, as the matter had been raised Jic would endeavor to find out tlio mind of Cabinet. (“Hear, hear.”) Regarding the question of appeal against non-appointment, there was nothing m this Bill, and the Government had no intention of inserting such a clause.
