STABILISING THE FRANC NEW MINISTRY’S PROPOSALS. Press Association—By Telegraph—Copyright PARIS, June 29. M. Briand read the new Ministry’s declaration, which stated: “The predominant consideration is the most rapid settlement of the financial problem. The reforms of the fiscal system will include a reduction in the rates of the general income tax and a transfer of the duties on securities. Compensation will bo found in a now .scale of tariffs and an improvement in the collection of the income tax.” The statement emphasises that the Government will never propose the slightest default in the State’s engagements. The heart of the Government’s programme is the stabilisation of the franc, which it hopes to achieve in collaboration with the Bank of Franco, the ■independence of which will continue to bo scrupulously respected. In addition, international aid will not be unhelpful. The interallied debt problem will bo submitted to Parliament as early as possible. The declaration warns the country that the present prosperity is only a dangerous mirage, and that permanency must bo based ,on increased production and reduced consumption. It concludes; “The main lines of policy are similar to those of the late Admin-istration.”—-Reuter.
